Cloudy/salty water, stuck bypass valve
water in your salt store is normall. it is commonly called brine. this is purely a cleaning agent of your water softener to regenerate the media. you do not drink this water nor does your water pass through this. it is only pulled through into the unit when regenerating.ie. this piston is in a position which allows the water to flow through a v enturie pulling the salt. water will sit in the brine tank always to be ready for the next generation and to be at the correct brine dilution so it's important to maintain the salt level above the water level. cloudy water is nirmally air bubbles which should settle out within a couple of minutes . if it tastes salty I suspect your regeneration waste water is contaminating your supply feed. like seeping back into well or tank .

In most tank style systems that is normal. Since you did not post a make and model number it is hard to tell. The water is called brine and it is very salty. It sits in the bottom till a regeneration cycle and then is pumped into the media beads to clean the minerals off them.
