The battery has probably died. Use a voltmeter to determine what voltage is in the battery. If you don't have one, take it to an auto electrician, he will be able to tell you if the battery is dead or not. Most batteries only last 2 or 3 years. Check if there is enough water in the battery. Use distilled water. If its a "non serviceable" battery , you will only be able to test the voltage. The sticker on the battery will tell you if its 6 or 12 volt DC

Depends what is wrong. If it is a wire disconnected you can solder it back together. If it is a broken wire you can replace it You should not remove all tthe wires at once as you will forget where they go, remove and replace one at a time and make sure the connection is good before going on to the next Wires are fixable but care must be taken to insulate the joint to prevent short circuits.

I do believe there is a pinhole next to the power button or charging port which resets it to factory. Use a paperclip to push the button inside the hole for a few seconds. If it does not have a pinhole, follow this;

You may need to preform a computer reset. In order to do this you must download Leapfrog connect to your computer. Then, put your device in "connection needed mode" by holding down the right D-pad button and the home button while simultaneously turning on the device. Than, plug the LeapPad into the computer and it should begin to sync. Once the LeapPad syncs to the computer, it should boot up normally.
