Actually, the blinking indicator could be alerting you to the fact is in protect mode due to component failure.

If you get the menu the tcon is working and its the main..You won't be able to troubleshoot the main and even if you found the bad part changing it would be almost impossible in most cases, replace the board, try shopjimmy.com, that is where I get my parts, do NOT buy on eBay...to many people that know nothing about TVs selling boards that aren't tested, nothing worse than getting a replacement board and it doesn't fix the set.

If your comfortable doing it remove the back and unhook the connector from the inferred sensor board, then try to turn the set on with the buttons on the set and shut it off again, if it works ok then that board is bad, if you still have the issue replace the main board

You have a bad main board, common issue with LG not wanting to turn off again, its a small voltage regulator that goes bad, part number is 1183 or 1117, marked on the regulator, but it may be easier to replace the board

Generally a new power board would fix this but IF you got a good replacement one it has to be the main board, look for the PSON or PWR-on terminal on the power board, hook a meter to that and look for about 3.5 volts on that terminal when you push the power button, chances are you won't find any and that is the main that is bad in that case
