Good question. The discussion forum at Apple support mentions encountering the error but no one ever exactly says what it is or what problem comes from it. My reading of the forum materials suggests that it is related to an update failure, i. e. something encountered when trying to update. And it seems to stop the update. There is some suggestion it is related to an itunes failure, a stoppage of the download. Oddly, no one in the forums subsequently indicates how they eventually fixed the problem. And that suggests to me that they may have rolled back the update and tried to update the ios again. Maybe it worked then.

The good news is that I am attaching a page that addresses common problems of ipad pro. Maybe one of them addresses what you are encountering. Secondly, I am attaching the forum discussions. You can find more discussion if you search the forum for the error but alas, not greater clarification.

Sorry to hear/read this.
First, try get a new charger and plug your Google nexus 7. Suspect a dead battery with no charge left on it.

Otherwise, confirm your charger isn't just lighting up whereas it isn't delivering any charge current to your device.

Next to try if your ac charger is confirmed good is to attempt replacing the battery; at the store, have them insert a compatible/similar battery and then try power on your device.

NOTE:
New batteries at the point of purchase have some charge on them; sufficient to power on your device.

Device not power on, DON'T PURCHASE NEW BATTERY. Obviously, you don't have a power/battery problem.

Device power on, then you either have a battery that has failed or that your device's charging port needs to be serviced or repaired.

If you don't see the person you are chatting with on Skype, the issue is probably on their hardware. You do need to "Enable Video Call" from the Skype app's Menu after initiating a video call. If you aren't seen on the other party's side of the call, then it's your device settings that must be adjusted.

Does your tablet have a front-facing camera and Android version 2.3 or better? (The M18A is listed as having Android 4.0) If so, then you should be able to video chat with the Skype app. When you use the rear-facing camera, obviously there are issues with the other party seeing you.

If you have a front-facing camera, make sure that this is the default camera while the Skype app is closed. Open the default camera app and tap the icon to toggle the front camera interface (if needed). Then switch to video mode. Return to the home screen and open the Skype app. Login and start a video call. Then press Menu (in the app) and "Enable Video Call".

If this doesn't work, you may need the IP Webcam app. This is available at the Play Store. After setting the default camera, set the resolution and the frame capture rate, among other settings. Next, follow the directions for using Skype for a video call.

The symptom you described may be due to the main battery being discharged. In many tablets, there are 2 batteries, one main and one used to keep memory intact during suspend mode. When the unit powers on, it turns on the backlight (probably the highest power drain of anything on the tablet) so you can see the icons on the screen. If the main battery doesn't have enough energy, the sense logic will put the machine back into suspend mode, and it will appear to go off. You should plug your charger in, and see if this fixes the problem. If it doesn't then you need to check the voltage of the charger with a meter. If you don't have a meter, you can buy then at Harbor Freight for around $5. With the meter on, and the charger plugged in, stick the red lead of the meter in the center hole, and touch the black lead to the barrel of the power connector from the charger, and you should read some volts. The charger should say on it somewhere it's output voltage. Hopefully you've marked your charger with what device it goes to because many chargers look the same and have the same power connector but are not in fact the same.

Making the screen brighter uses more energy. So if you were successful with your "sun" icon, you could have made the problem worse.

to charge a battery the charging voltage has to exceed the total battery voltage or the charging current cannot flow -(12 volt batteries charge at 14.5-14.8 volts)
At this point I would say the the battery voltage is 1.3 -1.5 volts charged so it would appear right
the full battery voltage is on the side of the battery so that will give you an idea
