You can download Kindle manuals HERE as PDF files and print them using a PC and printer.

However, the Kindle manual comes as pre-installed eBook on the device... You own one of the finest eBook readers available and want to read its manual printed on paper? :-)

Since you have an Android tablet you need to install the HP Smart app from Google Play.

https://play.google.com/store/apps/details?id=com.hp.printercontrol

According to HP it is compatible with your OfficeJet 4650

https://support.hp.com/us-en/document/c03722645

Of course you need to make sure your printer is correctly setup on your wireless network.

You might need a new battery. I had a similar problem with my Samsung Galaxy Tab S (8.5" screen). It wouldn't stay charged for long, and would turn off if the battery level got to 1/2 to 1/4. I've had the tablet ever since it came out years ago, so I thought maybe the battery had lost its ability to charge or maintain a constant flow of electricity to keep the electronics happy. I ordered a replacement battery offline and have had no problems. I figured buying a battery and trying that as a fix is cheaper than buying a new tablet. (If it didn't work, I would buy a new tablet.) Now when the battery level gets low, the tablet stays on, doesn't flicker off or freeze like it used to do, and works okay. You can watch a video online how to open the tablet back and replace the battery, plus you get it on a DVD with the battery. The original battery is glued into the tablet; it seems as though you're destroying the tablet when you try to lift it out -- but if you go slow and gently pry it up, it should be okay. It was a gamble and it paid off.

First thing would be to try a different cable, they're known go bad especially when dealing with the large flat connector not a USB.
