1st pass, go into the settings (the gear icon) amd make sure that wi-fi is turned on. I don't recall mine doing that but that was a couple of tablets (several years) ago.
2nd pass, if the wi-fi is on, make sure it is seeing your wi-fi hub (router).
3rd pass, if the wi-fi is on and you can log into the router with another machine (like a laptop or smart phone) then it's time to get it replaced and hope the warranty is still in effect. If the warranty has expired, go onto ebay or Amazon and get a real tablet. iRulu was my first tablet and I consider it to have been a piece of junk. Definitely not worth even the small price I paid for it.

If it's still in warranty, return it for a replacement. My experience with iRulu was that their Quality Control was/is minimal at best.

Go to to this Apple web site.

Scroll down to the section:
Restore your device to factory settings
Step 1 has two links:
one that shows you how to do a factory reset using your computer and iTunes, with your iPad attached to the computer. The other link show you how to do a factory reset without your iPad attached to a computer and using iTunes.

Is your email account type POP3 or IMAP ?

If it is a POP3 account, this problem (used space) may not go away. I have the same problem with my iPhone 7 and had it with my iPhone 5.

Try deleting your POP3 email account, and then create an IMAP email account.
