Google make model (phone) / (phone handset) will not register Normally it is because there is the maximum number of phones on the system, or a phone has been removed. You have to use the old phone to deregister it on the system before adding a new one.

That would have been programmed when the system was installed. It is done from the control box not from a phone. The technicians connect a laptop to the serial port on the box and program advanced features that way using proprietary programming software from Panasonic. That is how my hotel system was done.
