If you are so sure that your CCTV is online, then you need to download the mobile app for your smartphone and configure it by using your DVR or Camera serial number, if you can view your CCTV through the mobile app, then your CCTV is truly online.

In order to troubleshoot it on your laptop, you need to make sure that you install updated flash player and also install the CCTV plugin on your laptop.
