The switch must be the choke control. Try holding open manually. You may have to remove the choke solenoid (electric choke) If closed it cannot get air through the venturi which is what pulls the gas through the carburator jets.

Still sounds like you fuel problem. could have a clogged port in the carburetor or a sticking needle valve. pull the carburetor bowl with gas line still attached and make sure there is fuel flow as the float drops down. Spray carburetor cleaner through all carburetor ports.

Guessing you are talking V-belt tension.
V-belt adjustment rule of thumb is to tighten so that the belt will twist 90 degrees in the middle of the belt.
Make sure your belt isn't glazed and that your pulley are aligned. Place a straight edge from pulley to pulley and look for a gap on one side or the other of the smaller pulley and adjust so that the straight edge touches the face of both pulleys.
