The first thing I would do is replace the spark plug. It could have a cracked insulator. Another problem could be that the fuel tank vent is plugged. Check the fuel tank cap to see if the vent hole is plugged.

My first idea is that the engine was shut off before the chipper or the shredder had not finished. First remove the spark plug. Next remove the covers on the chipper area and the shredder area. Now remove all material from both areas.Replace all covers, put the sparkplug back and try it.
