Some quick research revealed that the original manufacturer of that reel was Olympic Reels based in Japan. Unfortunately I did not have any success in locating a schematic.

You don't say how long it's been since it didn't work. Guessing that this is a reel that you just picked up. Try breaking it down completely. Take the spool off. Take the side plate off. Don't force the handle. You could end up damaging it beyond repair. Check the shaft. Turn the spinning/bail mechanism. Watch to see if the shaft and gear drive turns. Check the shaft of the handle. All are points of corrosion. While you're at it if you get it unstuck then, I'd suggest changing out the drag too. Clean and grease all areas.
