One of our Avaya office phone (4412D+) cannot dial the area code starting with 5. When we enter other area code, it is fine, but only 5 is not working.

ask your office manager why that area code is denied to staff if there is no plausible explanation, call a telephone technician

Need to know if caller id can be manipulated in an avaya system?

That is something you have to set up with the line provider. Partner can not send caller ID information
