to spin it by hand, if it wont spin replace the fan motor Try opening the cover, tilting the unit up to about 45 degrees and spraying WD-40 on the front of the fan shaft, then plug in and try to start

...and the fan motor gets hot. its a reddy heater 125t. it runs off either number 1 or 2 kerosene or number 1 or 2 diesel. A bad capacitor can cause the fan to act like yours. I would check that
