There are a variety of issues regarding a computer not booting up. There are hardware and software issues associated with it. You can approach the problem through the following steps:
1. Clean your unit with a soft brush, avoiding too much pressure applied to the sensitive components. See if the cards inside your computer are free of dust. Brush off dust from the cards and your mainboard.
2. You may remove the cards (video card, memory modules, sound card, LAN card, etc.) from their slots and reinsert them. Interfacing parts tend to be clogged with dirt through time. Just make sure you have removed static electrical charges in your body by placing your hands on the sides of your CPU. Hold the cards by their edges.
3. Make sure that all connections are firmly plugged.
If this doesn't work, you can try booting your computer using a bootable disc (such as those used in installing OS) and choose repair. When the c: prompt appears, type scandisk (for Windows 98) or chkdsk (for Windows XP). Once it's done, this should repair boot problem.
