In case of your laptop the easiest method would be using software from Hiren's Boot CD as it's pretty hard to open it up and reach for the CMOS battery or the jumper. But if you still want to reset the jumper locate the jumper as per the info from above link.
In case of forgot BIOS password , you can clear the password very easily . First unplug the power cables to avoid the power Open the cabinet of your system and look for the BIOS battery on the mother board . It look like this
Take it out and wait for 2 minutes and then again put the battery in its place Now plug all the cables and start your PC The BIOS will not ask for password.

There is no Jumper on a Dell Vostro 1000 to clear the password. You will have to contact Dell Technical Support, Complete a ownership validation to confirm you are an authorized user of the system, then they can provide you with a Master Password to clear the password
