Thats caused by failed zero cross diodes on the G board. You can get the G board repaired from www.tvrepairworld.com replacement boards are no longer available for that model.

To be more specific, you will need to find D6116 or D6301 located on the G board, they might be open and will need to be replace.

+/- 19V line is shorted IC708 could be defective PS701 or PS702 is opened.
