A have a problem with my monitor philips 190sw all the bottons are locked ,a vertical line is crossing the lid and anything i try is not working including the method to press up the power button or the ok botton for 20 or 40 seconds. please help me!!!!!!!!!!!!!!!1

Do you mean:
The computer was "Unplugged, from the [Wall Outlet?].
The Battery was in the Computer?
The "Battery wasn't 'recharged' for a {Week?}.
You 'plugged the computer in, with the battery in the computer?
If any of the 'answer' are {Yes}?
Then more than likely:
The "Battery in the computer has a (0% charged).
With the "Battery in the computer, may be draining the 'resouces' of the "AC Adapter."
The "CMOS Battery" {Is "Dead" The information than it held to "Boot the computer is lost!"}.
The computer cannot "Boot into the Operating System!"
Take the "Lithium Battery" out of the computer.
"Unplug the computer from the "Wall power-outlet"
Press the Power Button for [15-30 seconds].
Plug the computer, back in to the 'wall'.
Do not place the {battery in the computer}.
"Restart the computer."
See: "What happens?
If this didn't fix the 'problem'; then everything (Above = "True").
Worse case "Senario."
Replace the {CMOS Battery}.
"You will have to "Reinstall the Operating System!"

you have to take the moniter apart(the front popc off with clips and one philips screw in the back behind the stand..Remember where everything goes as you rip it apart and access the power supply..You will see a capacitor 1000uf 25 volts in the middle of the board.Chances if you look at it the top is puffed up and leaking..Pick up one for a buck or so and swap it out and you should be fine..I know this for I did it 20 mins ago and using it as I type this...Hope this helps

You need to press and hold the "OK" button for 10 seconds, This will clear the control lock..
