The problem is the motherboard, check the capacitors with an X on top, next to the cpu fan and look for a yellow powder or indications that the capacitor top is about to burst. If you see any defective capacitors contact Dell and explain to them that you have a motherboard with defective capacitors and they will replace it for free even if the computer is out of warranty.

Check this tread.. it could be your motherboard or a component on it that may not be working, try reseating everything connected to your motherboard ,then test.. try replacing the power supply and test.. then replace memory and test.. if no your motherboard or cpu are the problem
