It's actually a stirrer. Its purpose is to scatter the microwaves to ensure even cooking, similar to the way a turntable does in other models. Having a stirrer instead of a turntable allows for a bigger dish.
The sparking is usually caused by deposits or grease or food debiris which heat, reheat and arc.
If the oven is used very long without the cover, that debris and grease can get onto the magnetron and ruin it.
