The outside unit is not working. There is a low buzzing sound but the compressor and fan are not running. When I unplugged the disconnect switch and then plugged it back in the motor started to run for a couple seconds and then nothing.

Sounds as though the contactors are not pulling in tight. shut down the poer to the unit and check the contactor. you will find them behind a panel door on the outside unit.. BE CERTIAN that you have disconnect the power ot the unit . the contactors will have wires running to the compressor. you might not be able to see the pints on the contators. but you can remove the cover and take a look. you can ppush them in and let them move back a forth a bit . put it back toghter and turn it on. If you still hear the noise you will have to repalce the contactors . also the same applies for th outdoor fan as well. Good luck and let me know.. I really hope this helps Jon
If the fan is not running is the compressor not running also...if neither is running the possible reasons are 1..no power to outside unit...2..bad contactor on outside unit.is this buzzing if it is this indicates no power...3 bad capacitor,do both compressor and fan humm then quit humming and hum some more...4 high pressure switch has shut unit down because fan wasnt running if compressor was running but not fan....if your unit has this there will be a manual reset button where the lines come out of unit...if compressor was running and fan was not...1 bad fan...2 bad capacitor.. if you do not have any electrical knowhow i would recommend calling a hvac tech to come and fix unit...Thanks
The buzzing sound, along with the fan motor not running, usually indicates low voltage to the contactor and the contactor is not engaging or closing the points and it usually buzzes when this happens.
You first need to check and see if you are getting 24 volts to the contactor coil. You should at least have 21 volts, if not check for loose or dirty connections, if none, check the voltage at the transformer to see if you're getting 24 volts there.
sounds like your contactor/relay on compressor defective, by the way it sounds the buzz is from the magnetic coil on the contactor but its not pulling the contacts in to start the compressor
The buzzing noise is your contactor drawing in from your thermostat. The fan part of your unit is on a different circuit from your outside A\C unit. Your thermostat is the conductor of the orchestra tying ths units together. It may well be that your A\C circuit breaker has tripped, if it has there is a reason for it's tripping. Resetting the breaker by turning it off then on may get your unit running, but a technician needs to ascertain why it tripped. Or it could be a bad contact switch inside the outside unit not letting enough electricity through the switch. More than likely the first issue. Good Luck
open the service panel to check for control voltage of 24volts when tstat calling, The contactor should be pulled in, if contactor is down,and contacts appear to be clean, and the unit is still not running, it is a bad compressor. to test this unplug the black wire from the compressoror at contactor,w/ power off! Turn on power if fan works normally it's a bad compressor. However if you see a swollen split cap(5 wires to a soup can looking w/ the terminal C,F,and Comp), switch it first and start at square one.
You also need to consider the high pressure switch if its cycling on off on off.
Even when the power is off at the unit outside the thermostat will supply power to the contactor of the outside unit. This may give a hum or buzz as you stated. If when the power is on to the outside unit the fan tries to start but only hums the motor may be bad. Does the compressor start and run?
