The hard way, if you have the skill, is to replace the speakers. The bad news is that this probable won't fix it as it is likely that it is internal noise causing the distortion.
there is an easy solution that will probable work. Using the audio output connection you could hook it up to a stereo system or boom box and use those for sound. the only thing technical is making sute your cord has the right connectors/adapters on each end. take a picutre or a good look at both devices audio connectors (output on the TV, input on the Stereo/boombox) and the salesman at your local electronics store should be able to help you find just what you need. at a guess you will likely need an RCA female to RCA female cord or an RCA to stereo mini male.

Replacing speakers are not a skilled work, can be done at homw. But, reason for distortion should be troubeshooted before replacing the speakers, and make sure that the distrotion is due to damaged speakers itself. Otherwise it will be a waste of money. It will be best to contact any service technician.
your picture tube may be malfunctioning -- all of the information for the screen is being squished into that horizontal line. If this is the case, you can buy a new picture tube and install it, but that would be the only fix. the only other thing I can think of that might cause this issue would be if you have a large speaker next to your TX. The magnet from a large speaker can distort the television, but it usually gives you a funny green distortion near the magnet without killing your whole screen so it seems unlikely that this is your problem.
Repairing that TV out of warranty--out of your pocket--would not be worth the money. The labor alone will be a minimum of $75 to $100 not including any parts. With 32" LCDs going for under $400 at www.walmart.com, it isn't worth spending $150 to $250 fixing a used TV that will still be out of warranty once it's repaired. Also, the last time I was in Wal-Mart, they had a 27" tube TV for $188.00.

By distortion do you mean that the top part is stretched? If so, you have bad caps in the vertical circuit. If you are comfortable working inside hte set and can solder, you can fix this yourself. Please post the model number and I can give you the details.
There's a possibility that you may be experiencing problems with the audio output IC -IC404 - All serial numbers produced until July 2003 might use one of these defective IC's. So if your set was manufactured before this date, that is probably the culprit. If not, and you have it connected to a cable box that has its own volume control, it could be that its volume is turned down and by turning up the TV's volume too high that you are getting this distortion. sound like you may have bad connection at or in the tuner section. U could try soldering around the board at the tuner area and if U should deside to try with in the tuner a fine soldering tip is require and solder all the grounds in and out ( out, the main pc board)
