Do you have the user manual? You can download it from NEC if you desire. You might check to see if you can get the menu (proceed button on the remote). If you can't get the menu you might be looking at a PNP - means the monitor is bad and you might be looking for a new TV. If you can get the menu you might try resetting the options to the factory default. As well, check you connections for the various inputs - HD/DVD, VIDEO1, etc.
Get to know that menu - it will solve all kinds of NEC issues.

You were right when you called it a monitor, it is a monitor, which means no tuner. To be able to use it as a TV you will need cable box or satellite receiver or something that has a tuner in it.
