Are you trying to perform a secure delete?
In the Finder under 10.5 at least you can go to the advance tab and click empty trash securely.
I would strongly recomend though that you reformat the drive and reinstall the OS. You password and keychain passwords should be deleted first. If you still don't want to do that, at least make a new account, give it administrator privileges and delete your old account.

How can I get the pictures back, after I've deleted them and emptied the waste bin?

If you have emptied the trash your only hope is to use Recovery software such as Wondershare, or Data Rescue. These are third party programs designed for data recovery in your situation.

Empting trash

Sometimes there is a single document that it won't delete, and if you include that document in the delete request, the request will fail.

Open the Trash folder, select only the top several documents in the trash, and ask for those to be deleted. If this works, keep selecting several documents at a time till you find the one(s) it is objecting to.

If you have been able to delete everything else, and are left with just one or a few docs, check that the app that opens them is completely closed, and has no processes running. Then it should be possible to delete those last troublesome files.

If this is not what is causing the problem, please post more details.

Computer freezes after about 5 min of use, with the rainbow twirling. Have tried apps/util/ repair and still the same prob. Have a MacBook.

Click on the apple icon at the left top corner of your screen and then click on about this mac. Then select more info. Now select the Memory and look on the screen to see if the status is "OK" for both RAM chips. Spinning wheel of death means something is wrong with the RAM chips. Take the RAM chips out and replace them with new ones or take them out and re-seat them and see if that helps. If that don't help, then select the "system preferences icon". Click on accounts under the system title., select your icon account, then click on login items, and then select all the items on the list and click on the minus button to get rid of them. Then restart your computer to see if that don't help any. All these login in items are not needed and slow down your machine a lot. Your not actually deleting the programs-your only removing them from the startup files. So don't be scared. If that don't help, then back up your files and re-install your OS. If that don't help, then your SOL and you got to see the expensive Apple tech and have them put in a new logic board for ya.

I am trying to fix a problem with my Ibook G4, We seem to have a problem with the OSx, if we reloaded the MAC OSx can we do it without losing any personal data. I see there is an option to Archive files...

You should be able to reinstall MacOSx without deleting the accounts. Archive and install saves all the old system stuff in a separate directory for you to delete later. Make sure you Use "Preserve Users and Network Settings" to have your user accounts in the new system.
