Hi,
Are you running Vista 64? because COD2 doesn't work on multiplayer! Single player runs a treat, but multiplayer.........NOT INTERESTED!! :*(
I've tried it hundreds of times, i've searched forums, and even emailed the manufacturer, all replies have been this game is not compatible with Vista 64 :(
Sorry for the bad news if you're on 64 like me :(

The reason why you might not be able to access the servers is because you might be using a slow connection. Delete any web files you dont need, delete temporary files and cookies. This should speed up the connection enough for you to connect.
