This site has the best collection of online manuals for older Delta machines. Have a look through the list and see if you can't find one of similar vintage. Hint; if you click on the pub type heading the list will sort by machine type. Also confirm that model number is correct. There are manuals for the 28-340 that may provide the needed information. I'm afraid I'm not familiar enough with that saw to suggest a solution to the low/high speed issue.If you are running on the correct pulley positions, and they pulleys are corectly aligned, the belt tension adjusted, and the motor in good shape, I don't understand what the obstruction could be. Perhaps you neglected to adjust the belt tension when changing positions? See the guide suggested above for more on that.

I'm looking at a 14" Rockwell bandsaw tha appears to have been made in the early 1980's. It is in good working condition. Any idea how much it is worth?

Tell ya what, I'll pick it up for free, no cost, honest! I'll..er..ah.. make it back on the scrap metal.... ;)
It depends of course but somewhere in the range $250 - $400 would be close to right.

Ok so you understand that Rockwell became Delta, or was it the other way round?? Either case the best source of manuals for these much loved machines is over at Old Wood Working Machines:

You should find your model.. 14" Delta doesn't really pin it down too exactly. The model number should be on the warning plate.

Manual,fence and rail

The manual doesn't seem to be available online at the moment. There's a parts diagram, if that's helpful, or perhaps you can find an alternate site that provides instruction manuals. See this link, in any event.
Otherwise, you might check Woodworker's supply (woodworker.com) for the accessory fence and rail. They carry genuine Delta parts, which should fit your old Rockwell, as well as some aftermarket fences and guides that will usually adapt easily to fit a 14" bandsaw. The 14" Rockwell is one of the industry standards, and many woodworker catalogs carry fences that will bolt on with a minimum of fuss.
I recommend you do a web search on "14" bandsaw fence", and browse the results. You may even find something used to suit your needs.

Manual for Rockwell 52-235 14'' bandsaw

I don't know how old that machine is, and I can't get any hits on the model number you gave, but have a look at this link and the other Delta/Rockwell bandsaw manuals available at the same site, and you may find something that you can use. Go to machine info>publication reprints>and choose either Delta or Rockwell, then you can filter the results by bandsaw and see what's available out there. To download, just click on the blue letters PDF under the publication preview picture.
