WILL NOT STOP SCANNING; GOES TO A CERTAIN SPEED AND STOPS

I believe this machine can operate without the foot pedal attached. Disconnect the foot pedal and try using Start/Stop button. If same symptoms with pedal detached then likely problem is speed control module inside machine.

See if you bang on the top of the tiller when you start driving if it stops, then could be a bad Throttle Pot. Watch to see if only happens when you hit a bump or a certain speed, also watch to see if the power goes out this would indicate loosing a connection to the brain box or loss of a battery connection.

This might be a memory problem or a slower processor on your computer. Try closing down any running software on your computer, whilst watching the video. You can check the CPU of your computer to see if it's running at max while on YouTube.
Another issue is your download speed, use one of the online speed testers to see if your speed is what it should be.
Also make certain your Adobe Flash Player is up to date.
There is something called ADBLOCK, this stops adverts showing on your computer from sites and gets shut of the adds on YouTube. You have to download it for each browser type you use, but it is free. Certain sites do ask you to remove this, as they rely on adverts to run. But you can do this as an exception rather than for all sites.

the brake engages the clutch and no it does not stop right away.

Your TV is too far from your router. It is buffering the feed. Either upgrade the speed of your internet connection or get an extender for your router.

replace the spindle motor. the motor's speed varies while playing cds and a worn motor will not keep to the correct speed for playback of certain tracks on various points of the disc and will cause skipping and even stop altogether.

please check all sensor arms in the document feeder. The sensor arm in the middle just below the separation pad is called 'paper end sensor'. If this sensor arm is blocked or broken the scanner don't stop the feeder.
Another possibility is a driver error.
