Was your antennae set up professionally? You may have a short in the cable or connections or even a bad antennae and/or a bad match. Was it matched with an SWR meter? Have these checked out because it does sound like an antennae or cable/connector issue.
WX is for weather. If you put it on WX, and you do not hear anything, then you need to change the weather station it is on. in wx mode, you change weather channels by pressing channel up and down. To communicate with 2 way, press the cb/wx button so it is on CB mode.
MAKE SURE THE ANTENNA IS NOT CONNECTED, THEN TRY AND SEE IF RADIO POWERS UP, IF IT DOES NOT THEN YOU DO NOT HAVE PROPER GROUND ALSO ARE YOU USING THE COBRA STOCK MIC ? ALSO MAKE SURE THE RADIO IS ON CB MODE NOT WEATHER MODE
Initially, pls a couple of ideas you may want to consider/explore or try/check:
PA/CB switch must be to CB;
RF Gain max clockwise;
Squelch counter clockwise;
Volume to your desired level;
external speaker/speaker connection;
audio amp, verify if there is TX modulation;
antenna, antenna cable. SWR should be low.
