Try using different ports on the switch. I have seen power surges burn out individual ports on a switch. Put tape over the faulty port so you won't forget it is bad or replace the switch.
Disconnect computer 2 from switch and connect computer 1 to the same port. If computer 1 does not work its network adapter may have been damaged from a power surge. Replace the network adapter.

Given that one computer works and the other does not would tell me to change out cable to see if it fixes the issue, if not then the switch would be the issue on that particular side. Nine times out of ten its the cable itself.
Whichever the case may be you still would be recommended to try another Ethernet cable. Now the lan card inside the computer 2 should also light up when connected, so I would pay close attention to the lan card as well.
