So I bought the notebook webcam for the main purpose of motion detection. Maybe I am not seeing it but it is hard to conceal that I am doing that with the bright green light always on. Is there any way to disable?

Change Cameras' Placement or Pointing Angle
Security cameras with built-in PIR motion sensor, such as Arlo cameras could see cameras do detect motion but fail to record or capture movement. Or cameras can't detect or record motions through glass or window glass panel.
In such cases, avoid placing motion detection security cameras behind the glass window especially cameras with a PIR motion sensor; doplace wireless motion sensor security cameras closer to a WiFi router or hotspot.
The object from afar is relatively easier to be miss out, so don't expect security cameras to pick up every movement within its field of view. Focusing on strategic areas for motion detection helps achieve maximal peace of mind as well as reducing unwanted false alarms.
Yes is the answer to your first question. Maybe, it the answer to the second question. Motion sensors can affect schedulers. For instance, some schedules turn the lights off five minutes after they came on due to a detection. And that is irregardless of whether the scheduler is due to keep the lights on during a scheduled time. And they do it after five minutes every time. That is simply an example from real life. But only you know how your particular setup is acting. I'm only confirming that they well may interact. As to how you "find the sweet spot" of getting them to act in concert just the way you want, only the manufacturers or experienced security professionals would know, probably from some grid matching particular scheduling software with particular motion detectors. (Yes, I made that up, the software manufacturer probably well knows what works with what because they tested it on something!)
the switch on this light is usually a photo cell it detects light when it sees darkness it sends a signal to the relay that turns on the light or its on a motion sensor if its only a motion sensor it needs a photo cell too maybe the photo cell is bad possibly the photo cell is bypassed test it by covering it does the light come on now uncover it does it go off

I'm pressing the 'VidCamera' button but the blue light just stays constantly lit, same for static photos, same for sound recording.....!

Press the “Menu” button and use the Up or Downbutton until “Motion” is highlighted then press the “Enter” button. Use the Up or Down button to highlight the “OFF” next to “MOTION RECORD” and press the + or -button until “ON” is shown. Use theUp or Down button to Highlight the (MENU) then camera you wish to enable, then use the Left or Right button to highlight the “OFF” next to that camera and press the + and - keys to adjust the setting to “ON”.
