Did you install the software first? The Belkin card should have had a CD with drivers. I believe the directions say to install the software first, then install the card. Also, the min. specs are listed on the Belkin box. Check to be sure your computer meets them.
Even though I don't work for Dell, maybe I can give you a few ideas. Did you make sure that the download you tried was Windows 7 compatable? Also this might be a silly question, but I've actually done this before. Did you install the printer on your ACER?
Open up PC, Plug it wireless network into a PCI slot, turn on PC, the network device will be recognized and ask for drivers, you insert the CD/DVD that came with it, or use the software you downloaded from Belkin web site and install the WiFi card.. Run the Belkin software and it is installed. reboot PC, put case side back on.

Temporarily plug in wire network cable into Dell and log into Dell.
1. Set wireless up the same as the Belkin. Save these settings.
2. Set WAN to "Static IP Address and give it an address about 25 higher than Belkin. (Belkin 192.169.0.1 - Del 192.168.0.26). Save these settings.
3. Disable DHCP and Save these settings.
Exit web browser and disconnect network cable. Restart your complete system, first the Belkin, then the Dell, then your computers.
This way, the Belkin is running and able to assign IP addresses to all that start after it.
First make sure you have the correct drivers installed, go to the Belkin website to get the latest drivers for your device.
Next make sure that your router is set to broadcast, and that is in Wireless G mode. You can find that information at the router manufacturers website.
These belkin wireless cards are version dependant, on your card it shows you what version it is, use the driver for your version. It tells you this on the support page on belkin.com
