This is a reflector style scope with a large mirror in the bottom, and a small secondary mirror underneath the focuser. The focuser is on the UP end of the tube as the picture shows in your question.
Simply insert the eye[pieces into the hole on the focuser and turn the knob left or right until the image comes to focus. Practice during the day time on a distant object starting with the eyepiece with the largest number written on it.
