Open 'Contacts' on your phone and select the contact you want to block or unblock.
If they've already been blocked you'll see a circular blue symbol next to their number:
Tap the 'Menu' soft key in the bottom left of the screen then:
Tap 'Add to reject list' if you want to block the contact; or

You can block any number on your iPhone by just installing an app called "iBlacklist" There you have many options, and with them there's an option of blocking a cellphone number.
