Hi there:) you didn't mention the power supply...Is it enough to run the new board and/or the graphix card, which you also didnt mention:) tell me the answer to these two questions and we'll go from there. P.S. Your fan, from what you described, is working exactly as it is supposed to:)
the power supply could be bad or going bad. the only way to test it is w/a multimeter and the appropriate specs, which i could give you if you tell me the make/model # of the power supply or you could just buy a new power supply to test it and then bring it back if you dont need it. also, i doubt it is the scsi card because you would have to have a pretty small power supply to overload it w/that but i guess it's possible
I think the power supply is 300w, I would have to check for sure. I can check it with my volt/ohm meter and compare it against the ratings on housing. I think all in all it would be a good thing to have a spare psu anyway. If you want to give me the specs, I will take at look at the make/model tomorrow morning before I boot it up and get back with you. Thanks for your help...?
If the exact voltage outputs are printed on the psu and you are familiar w/a voltmeter then you should be fine but if you have any questions just ask:)

I was thinking that it might be the power supply, however my second computer is identical except it has 2 1tb hard drives and the computer that is having the problem only has a 200 gb and 750 gb hard drive and a scsi card for my scanner. Everything else is intergrated in the motherboard. As I write this I am thinking that it could in fact be the Scsi card pulling the drain on the psu. I will open the tower and remove the scsi card and see it that solves the problem.
