sounds like you have some broken teeth in one or both of your gear boxes, see which side the sound is coming from, and you can either open the gearbox and remove the broken teeth or just buy a replacement gearbox

its best to go to 18 volts, 24 is too much for the gear boxes

you must have a bad motor, is it a 12 or 24 volt?

first of all check for at least 12 volts from the battery and the charger, you can test this using a multimeter, if the battery doesn't show any volts, lift up one side of the blue plastic housing on the top and verify that both the positive and negative wires are plugged in, then check for power at the foot pedal, then at the shifter, then at the motors

It may have a loose connection on the motors or switches. I would start by checking the connections. If they are secure I would replace the high/low swich and reverse switch. The Peg Perego switches are easy to replace and should do the trick.
I still think it may be a loose conection, so I would check it for sure
