There may be you changed the settings of the windows media player to view the web cam . open the windows media player and go to the tools tab and options settings and check the settings , if you dont know the settings and click the default settings in the options window and apply and ok. then see,

How to turn on web cam

Troubleshooting listed on the Toshiba website:
The TOSHIBA Web Camera Application provides you with convenient operations and easy access to:
  • Preview the video that the Web camera is currently capturing, at the same time
  • Support 2D mode, Shutter Glasses 3D mode and Red-Cyan Glasses 3D mode
  • Capture still images
  • Record videos
If this utility or feature is not installed on your computer, you can verify if it is available for your specific model under "Downloads" on the TOSHIBA support web site (support.toshiba.com). Not all utilities are available for every model and operating system. When installing any utilities, install the TOSHIBA Value Added Package first.
To open the Web Cam:
  1. Click the Start menu. On Windows 8, go to the Start screen.
  2. Enter "Camera" into the search field. On Windows 8, type "Camera" while viewing the Start screen.
  3. Click "Web Camera Application" in the search results.
  4. The Web Cam will open and live video from the camera will be displayed.
  5. When you place your cursor over the web cam video window a row of icons appear at the bottom.

It reads that my web camera is blocked by another application. what is it? could you help please?

I'm going to assume you're either running some anti-virus, Vista/Windows 7 or both.

If you're not on Vista/Windows 7 then it's your anti-virus that's probably blocking it.
  • Add your webcam software to the exclusions list (if possible)
  • Turn off you're anti-virus and see if it works than.
If you're on Vista/Windows 7 and you don't have anti-virus:
  • Run the program your trying to use your web cam with Administrator Privileges (that is, right click it and select the option "Run as Administrator".
If it's both, then you're going to have to experiment a little with the tricks above to see the problem.

Cant get built in web cam to work p205-s6237

Check windows services (click start go to Run then type "services.msc") Look for camera on the listed items, double click it then check the service status, if it's stopped then that is why you're system says that the camera is off, just click on the start button to start the service then thats it. Hope this helps. Just let me know if you still need help. Good Day! =)
