Unplug the power cord from the All-In-One and also from the wall outlet,
Leave the cable unplugged for atleast 1Min.
Connect the cable directly to wall outlet without the surg protector and before connecting it to the All-In-One press and hold the # and no 6 Button and plug the cord to the unit without releasing the keys, it should come up with the message as Semifull Reset
If the display goes off or printer turns off then release the keys and turn the power on.

Good Luck.

SCANNER FAILURE

The issue is with hardware of the printer.
Scan feature is most expensive and sensitive part of the printer.
I suggest you to contact HP support. If the printer is under warranty you may get a replacement printer or else they may give you a better option.

If not on warranty you may try this workaround:

  1. With unit off, press the 'Cancel' (pink button) and 'Color' (green button).
  2. This will start the printer in a diagnostic mode. Press '1' to run the diagnostics.
  3. Press 'Enter' or other keys as directed by the display prompts. When you don't know what to press, the 'Enter' key usually works. Some of the keys called for (for example 'Plus' and 'Minus') are not on every psc 2210 keyboard. They are mapped to one of the "directional" keys just above the numeric keypad area next to the 'Enter' key. Keep trying keys till one works.
  4. After all the diagnostics, the display will either go blank or display 'Initializing...' . Wait 10-20 seconds to make sure it isn't doing anything else then press the 'On' key.
The printer should start without the scanner error and the grinding/chattering noise.

Leave the printer on because the next power cycle brings the chattering noise back.
But, when it does, the procedure above seems to fix it every time.

Printer buttons all flash green when I turn it on

You can usually download a pdf manual from HP support for free.
Here is a link to on on Fixya

http://www.fixya.com/support/p378621-hp_psc_2210_all_in_one_inkjet_printer/manual-3472

The manual should have the error code near the end of it.

You may want to go to HP support to find the exact error code shown by the lights and how to resolve it. Usually given that you just changed cartridges I would say one or more isn't seated correctly. Take them back out and reseat them and see if that fixes it.

Without the exact code being displayed I can't give you the exact proper answer/fix.

Hp psc 2210

1.) Double check the power outlet that your printer is pluged into. Swap to another outlet. 2.) Double check the plug at the printer end, it may go in only one way. Still no power when you press the power button? It may be bad. Return it.

Hp 2210

The bulb in your HP PSC remains on for a specified period so that the unit
is immediately ready to respond to your request. When the HP PSC has not
been used within that specified period, it turns the bulb off to preserve
power and displays Power Save On in the front-panel display. (You can exit
this mode by pressing any button on the front panel.)
Your unit is automatically set to enter power-save mode after 12 hours.
Follow these steps if you want the HP PSC to enter this mode earlier.
1 Press Setup.
2 Press 5, then press 6.
This selects Maintenance, and then selects Power Save Mode Time.
3 Press until the desired time appears, then press Enter.
