The controls are in a compartment above where the copper lines attach to the unit. In this top corner you will find your capacitor, which may be a combined fan/compressor cap. Check the T-stat wiring to the unit also, many folks inadvertently cut these wire with a weed eater doing yard work. There is a power cut off at the wall (follow the large covered wiring to the cut off box) and kill the power before you get into your unit, to mess with any controls. Then you can check the compressor by turning the power back on and pressing in on the relay finger pivot. There will be 220vav there so be careful. IF you try this and the compressor and the fan come on you have, bad t-stat wiring, or a bad relay. Most compressor relays are 24Vac and pick up power from the t-stat power transformer mounted inside the evap. unit inside the house. You can use a door bell transformer if you are good with wiring.
