If you still have problem a couple things to look for, UNPLUG saw are the inner and outer flanges on correctly? Is the spacer behind the flange, check the position of blade in reference to upper guard. It should be close to center try these first

Look around on the saw. There's probably a safety button that keeps it locked down when not in use. You may have to hold down on the handle of the saw while pushing the button to release it. Check out here: mitersawbuzz.com Best Miter Saw Reviews Real Man Miter Saw

Either the blade or the guard is out of alignment. You will have to check and find out which one is the culprit.

How do i remove the blade from a sr700 bLK N DEK MITER/CHOP SAW

Not sure how a Makita works, but on my DeWalt, a screw on a plate on the side of the guard is exposed when you rotate the guard all the way back. Remove that screw from the plate and the plate will allow the mechanism to lift up out of the way of the arbor screw.

HOW DO i UNLOCK MY MITER SAW TO LIFT THE BLADE AND ARM

If all you are trying to do is get the blade arm up so you can use the saw in the first place: Press down a bit on the entire blade arm and that will allow you to pull the locking pin to the out position -- the pin is on the left side toward the rear, smallish, and shiny silver in color... you should be able to reach out to the pin with the left hand while pressing down with the right hand.

Hi there
You do not need to remove the blade gaurd to change the blade. You only need to raise it enough to acces the blade screw. Unplug the saw. Raise the blade arm. Raise the guard to it's upper position. On the left side of the blade, just forward and up slightly from the blade screw is a screw for the guard bracket. Loosen, but do not remove this screw. Once it's loosened the guard can be raised farther exposing the blade screw.
pg 6 of the manual illustrates this process, here's a link so you can see the parts I am discribing,
http://servicenet.dewalt.com/Products/Detail?isId=true&productNumber=DW716&selectedType=12803#
click the pdf icon next to instruction manual, then open the file.
As for the blade wrench, this should have come with the saw, there is a slot in the base for storing the wrench, on the back left side, it slides in and out for safe keeping. If you have misplaced the wrench the DEWALT part number 608563-1

Can't find my owners manual. How do I change the blade. Bolt hits on a guard that covers the arbor. On a DW713 combination saw.

Removing the Blade
1. Unplug the saw.
2. Raise the arm to the upper position and raise the lower guard as far as possible.
3. Loosen, but do not remove guard bracket screw until the bracket can be raised far
enough to access the blade screw. Lower guard will remain raised due to the position
of the guard bracket screw.
4. Depress the spindle lock button (Fig. 3) while carefully rotating the saw blade by hand
until the lock engages
5. Keeping the button depressed, use the other hand and
the wrench provided to loosen the blade screw. (Turn
clockwise, left-hand threads.)
6. Remove the blade screw, outer blade clamp, and
blade. The inner blade clamp may be left on the
spindle.
Installing a Blade
1. Unplug the saw.
2. With the arm raised, the lower guard held open and the
guard bracket, place the blade on the spindle against
the inner blade clamp with the teeth at the bottom of
the blade pointing toward the back of the saw.
3. Assemble the outer blade clamp onto the spindle.
4. Install the blade screw and, engaging the spindle lock,
tighten the screw firmly with wrench provided. (Turn
counterclockwise, left-hand threads.)
5. Return the guard bracket to its original position and
firmly tighten the guard bracket screw to hold bracket
in place.
WARNING:
• The guard bracket must be returned
to its original position and the
screw tightened before activating
the saw.
• Failure to do so may allow the guard
to contact the spinning saw blade
resulting in damage to the saw and
severe personal injury

How do i get guard out of way to replace blade..DW718

Make sure the saw is unplugged, manually move the blade guard up to it's fullest extension, push the arbor lock to make sure the arbor and blade do not spin (on front of saw motor housing), then wrench the nut holding the blade to remove. Remove the old blade, install new one and reassemble in reverse order. You can take the guard off completely if you choose, but it is not necessary. I hope this helps and good luck!

Lift the guard up and you will see a nut holding the blade. You should not have to remove guard to change blade. Make sure unit is unplugged before working on it.
