You have a virus or a trojan, assuming you have an antivirus and antispyware programme update it and then restart pc and press F8 while booting it up., choose start windows in safe mode, then select admin account and right click on my computer>properties>system restore, tick TURN OFF System restore, then run your antivirus programmes.
when run, restart pc, then untick turn off system restore and the problem should be erased.
The only other possibility is low hard drive space and a need to install more memory
