If all the USB ports fail to function, then repairing them is difficult, as the problem will be with the USB controller on the motherboard. If one or two fail to work, but the other ones work, then you have the option of putting a USB extension port into the working USB socket and that will allow you to run several devices from the one port, or, depending on the laptop in question, you can get a USB adaptor PCIMCIA card or Cardbus card that will plug into the expansion slot on the laptop and will give you a more permanent USB solution.
For this to work, there must be at least ONE working USB port
