you can take the machine to an Epson Express center who should be able to reset the counter in about 30 seconds. Changing the pads is a bigger job, but if this is the first time the machine has been reset you can probably skip the pad change and just go for the reset.
You could make a modification to the printer to use an external waste tank instead of the pads. Then whenever it reaches the limit again, you can just reset it.
