--your charger is broken ? does it light when you plug in to power outlet ?
--Charger cable is broken ?
-- Your notebook's battery charging circuit malfunctions.(hope not)
Try with another Apple charger from your friend...

the laptop only turns on with power plugged in
light on the charger is green, also used a different charger with no luck, cable is fine
the battery status states "not charging"
if this is the case 2 option..

-- Your battery is kaput...needs to be replaced.this is easiest problem...
Take your notebook to a electronic shop that you will buy battery and before testing Battery with your charger do not buy it ..you must verify that charging circuit is OK..

I had the same issue a few weeks back. I tried using an older magsafe charger because I hoped the battery wasn't the problem. I had the same issue with the older magsafe charger, but it would actually charge sometimes.
I replaced the magsafe with a brand new one and the problem was fixed. I hate to say buy a new charger and then it not work, but I wanted to share how I fixed the issue without having to buy or replace my battery.
