Question about HP Photosmart C200 Digital Camera
For some reason, my digital camera will no longer upload photos from the camera to my computer via the USB port. I have 3 USB ports and have tried them all. Always the same error message: Unable to communicate. System checks of ports reveal all to be functional. Any guidance or assistance would be appreciated.
Try using a differend USB cable. Sounds like the cable you are using is damaged.

In digital camera years, that is an old camera. (1999 - 1 megapixel) These usually require special drivers. But there is one thing you may try: I believe most of the cameras of that age required that the camera be in playback mode. Playback mode is the mode you use for looking at photos on the camera LCD.
