Question about GE 24 in. GSD4030Z Built-in Dishwasher
The end caps on the upper rack of my GE dishwasher do not pull off, they "rotate" off by turning the top of the cap toward the center of the dishwasher. In order to make this rotation, you need to slip a small screwdriver in the track to the inside of the nipple at the top of the back of the end cap and force the nipple toward the middle of the dishwasher.

Use a small channel lock wrench and wiggle it gently while pulling it out not to crush anything!
If you can't free it , better to call service than cost more money breaking it!
Perhaps you should try service!
