The wifi card you have is probably have was made for a regular computer and is not compatible with your pocket pc. Id recommend for you to find a SD wifi card that is compatible with your pocket pc. First of all, you should install the driver for your wlan-11b card to your PDA. (There should be a CD given with the wifi card, or you can download in online through the card's brand's website, ex. .cab file for a Spectec SDW821 Wi-Fi Card) At this step, you should be carefull with the version of windows mobile on your device and the driver's version for windows mobile. After that, you should plug your wifi card to your PDA's SD slot, and your PDA will recognize it. So you can go to your settings, and there you can search for a wireless network.
I had this problem once and found after tedious looking that one of the pins was bent inside my HP 3715 PDA. I used a very small needle nose and a safety pin and pushed it back in location. Has been working ever since.
First remove the SD Card, then remove the drivers for the SD card. do a soft reset. install the driver for the card. go to settings, system, then remove software and check tat the software shows up. Oh by the wy make sure you have the HP SDIO fix install first. ok make sure that bluethoot is off. Install the SD Card. now go to settings, then connections tap on connections. tap the Advanced tab, tap the Network Card. you should see the SD Card listed. tap the Card. the next screen ask if you want to set the IP address or have the server assign the IP. I leave it at the default and let the server assign the IP.
Tap ok 3 time that should close everything. and you should be set. if you have a wi-fi setup you need to tap on start then programs, then tap on "WLAN" this program is what you use to check your signal strenght and check if you are getting a signal from your wi-fi. Once the signal strenght is strong enough you will see that an IP address will be asigned and you will be asked if you want to connect.
It could be that your connection is ok but the cached files and cookies are corrupt.
Clean out the cookies and temp internet files in the temp folder or whatever your pda uses to clean itself of old files.
