Any bleeps, or lights at all?
Plug power cable out from the back of the PC, leave out for a few minutes and retry.
If there is a modem in the PC remove it and retry.
Change the Power supply if possible, see can you get a friendly PC hack to loan you one for a test :-)
If still no "post" activity there is a good chance that your problem is either motherboard or CPU related. let me know how you get on with first suggestions

Dell 370 fan runs loud and won't start

If the fan is failing the most times the computer will not start because it will overheat. There are two fans inside the system, one inside the Power Supply and one that sits on the motherboard.

Remove the Power Cord, Open the case, Remove the cover and with a can of compressed air blow out the dust inside the computer. Clean the dust away from the Fans, Vents, CPU and Heat Sink are that sits under the Fan on the motherboard.

DELL 8400 MAKES A LOUD FAN NOISE AND WONT BOOT

There are 2 basic fans in Dell tower one for the power supply and the other for the Processor. If your computer is not booting then the Processor fan is most likely to be the culprit. What could be happening is that the Processor fan is no longer turning fast enough to cool the processor, so normal the processor when it over heats there is either protection to switch off the computer automatically or the computer won't boot. The best thing is to change the fan and make sure it is working properly but checking on the cables that they won't entangle on top of the fan to impede it's movement. You can easily damage your processor if the fan is not working properly.

Desk top computer w/ SN: CNH4390C89, P/N PJ506AA, won't turn on. when it was working, fan was noisy most of the time

The computer fan may be clogged with dust or may have failed. The computer monitors the fan and if it is not working it will not let the computer start. It is a way for the pc to keep itself from overheating. Unplug the computer and open the cover and carefully try to vacuum or blow out all the dust. Then with the cover off try starting the computer and watch the fans and see which one is not turning, it may start if there was a lot off dust. If not the fan may need to be replaced.
