Question about IBM ThinkPad T20 2647 Notebook
This is going to be one of three things, 1- bad battery, remove the battery and try starting on the adapter only. 2- bad memory chip or memory slot, remove the memory and try each chip one at a time in each slot, and 3- a failed power management component on the motherboard. If 1 & 2 don't work, then the problem will be with the power management system, which is a common problem with these machines. Unfortunately, motherboard replacement is the only option with a failed power management system.
