You need to get disk for Vista from anyone and then use your windows product key mentioned on the sticker on back of your Toshiba Laptop to install Vista again on your computer. But as you had already formatted it so all data is lost now.
If you've lost your product key, then there's a help, you can ask for a replacement from the Microsoft, but if it's a pirated product, i am afraid that you'll get it easily. As you know, everything is possible nowadays, so there's still possibility. But unfortunately we can't provide you the key here since it's illegal to distribute copyrighted product. If you don't mind please visit this link and ask for help.

You will need to get replacement CDs from HP for that machine
Order Recovery Discs for Windows 7, Vista, or XP
you could go out and buy a Windows CD (look on the bottom of the PC should see a label with which windows version came with the PC)
OR if you can borrow a copy of that EXACT windows version CD, and use the Product Key written on your label you can install that way.
If you BUY or Borrow - then you will also need the drivers for the hardware on that PC is available from here
If this solutions solves you problem, please do not forget to rate my solution.
If not, then please comment back so I can help some more
Buy a vista upgrade disc and install the upgrade, the new disc will come with another key to use because the one on the bottom is strickly for the OEM installation that came with the laptop, if you no longer have that restore disc than the original product key will not take.
the product key is for the disc not the computer. it will be on the green and orange sticker on the back of the case, the one with the bar code on it. Or on a sticker on the bottom of the computer. I hope this helps.
If Vista came installed on the computer originally you should be able to just run a system recovery (either from the had drive or from recovery discs made after buying the computer). When turning on the computer press Alt+F10 to start the recovery process. If you get a loading bar with "Loading Windows Files" above it then you're on the right track. It will allow you to reinstall windows Vista and will also install all the drivers you need.
If you can't get the Alt+F10 to work and don't have the recovery discs then you will either need to contact Acer and get a sent shipped to you, or find someone with a set of OEM discs that can reinstall it for you.
You will need to install Windows XP or Vista by putting a Windows XP or Vista disk into the drive and then restarting the computer and running the cd. You can buy Windows Vista at any store that primarily carries computers, such as Best Buy.
1. your hard drive is corrupt and the temporary memory or the system RAM is corrupting your video output. 2. Compressing files and deleting them may have caused your data to be accessed slower. 3. Your video card is dieing and needs to be replaced.
Replacing any of the hardware items listed above will not be worth it in comparison to buying a new PC. Plus it's most likely your old PC isn't going to work much longer if it's a Hardware Problem. If you don't have a lot of money and want a quality computer go to www.mindblowingidea.com/ComputerRescue to get a new PC. Anyway I'm sure you will get it figured out. If your afraid of Vista you should know Computer Rescue does not sell Vista. They sell XP and Linux.
