if this is a ATI brand TV tuner card you can try searching from AMD's Website look for the type and the model number and download the driver which is appropriate for your operating system.
this is driver bug in the catalyst drivers take a look at amd's site and try and download the lastest drivers for your gpu, u could also update directx from microsoft........should sort this out for you
Are you running the MCE version of XP and is it installed? Look for c:\Windows\eHome directory. If you find that directory, then you should have MCE installed and running. If not, you need to get and install the MCE version of XP. Then look here for further information to getting your remote to work with the MCE.
Dell Part # DN804 is PCI-e ATI Theater 650 Pro Combo Analog/Digital TV Tuner and it is compatible with Dell Dimension E521.
The ATI Theater 650 Pro PCI-e card is available in two form factors - Low Profile or Full Height. Dimension E521 is compatible with Full Height cards only. It is important that you ensure the you receive a full height card.
This sounds like a poor put together pc.
If the DVD drive does not eject then either the dvd is faulty or the IDE cable and/or IDE1 connector on motherboard is not installed, try ejecting through my computer(right click on drive then Eject), if this works the button is faulty.
The same goes for the TV Tuner card, again possibly a corrupt or non installed driver, try re installing mother board drivers and card drivers.
This really needs to be returned as the pc is not fit for it's use.
