If it is a hand latch, pull out raise seat then push latch back in. If it is a bolt, then using a 5mm hex wrench turn it counterclockwise until loose. Do not remove bolt completely. Pull up on seat to desired height. Tighten bolt via turning it clockwise until tight. If it a mountain bike then while the pedal is at the bottom of the stroke you should have a 25-30 degree bend in your leg. If it is a road bike then you should have a 15-20 degree bend in your leg. If you need help choosing the correct height then go to your local bike shop with your bike and ask them to move the seat to the correct height.
